Thirteen Dates We Were Able to Pin Down
Dream Hotel has no construction-site timeline with a groundbreaking date, percent complete or promised completion date: not one news item or press release names the hotel. But the project has another, paper timeline, which we reconstructed from Wayback Machine copies of the resort website, down to the day the design changed.
- No hotel yet
The archived copy of the seabreeze.az hotels section lists only Sea Breeze Hotel, Cube Hotel and White Hotel in the menu. The word Dream doesn't appear in the page code.

Another archived copy of the same section: the hotel is still absent from both the Russian and English versions.

The first copy in which the Dream Hotel page works and the hotel has been added to the “Infrastructure → Hotels” menu. So the announcement came between January 25 and May 26, 2022. No press release about it was published.

The hotel is added to all three language versions of the resort website.
Source: Wayback Machine, copies of 26.06.2022 - First official rendering: two stories
The first image of the hotel is uploaded to the site: a low two-story building wrapping around a patio with a pool and parking. The upload date is visible right in the file path. The same day the site moves to a new URL structure.

Judging by the firm's website internal IDs, the portfolio project itself was created in late November 2022, and the pages for the two Dream Hotel concepts around October 26, 2023. The firm doesn't date its projects, so this dating is indirect.
Source: technical metadata of fursovarchitects.com; indirect dating - The design changes: seven floors instead of two
A new rendering is uploaded with the floor count written right into the file name: “2023_Dream_hotel_7_etazhey.” It's a tall building with a copper canopy and an illuminated rooftop sign. There was no announcement of a design change.

The file with the first image starts returning a 404 error, so the swap happened in the first week of June 2023.

The page text keeps claiming “only two floors,” while the image next to it shows a seven-story building. The text is never corrected, in either the Russian or the English version.

After this date, Dream Hotel's own page no longer appears in the archive.

In the current 129-page Russian-language Sea Breeze presentation, Dream Hotel takes up page 50 in the real estate projects section. The neighboring projects in the same document list floors, number of apartments and floor areas; Dream Hotel's specs block is missing entirely.

The new version of the resort website was built by a different studio. The hotel card gets a shortened text, the one that's up now.

The direct address of the Dream Hotel page returns a 404 error, and the hotel isn't in the sitemap. Only a card in the general hotel catalog remains, with new text that drops the mention of two floors and with the seven-story rendering. Meanwhile 2GIS still marks the property as under construction.

Large markers are turning points. Gray ones are events dated indirectly. We won't make up a “2027 completion”: as soon as a source with an opening date appears, it'll be here.
The Key Turn
June 1, 2023: the hotel grew more than three times taller
Until June 2023 Dream Hotel was two stories tall. The resort website showed a rendering of a low building around a patio, and the text said plainly: “A small number of rooms and only two floors ensure privacy.”
On June 1, 2023 a new image was uploaded: a tall building with a copper canopy. The floor count was written right into the file name: “2023_Dream_hotel_7_etazhey.” Six days later the old two-story file stopped opening; it had been deleted.
But the “only two floors” text stayed. It hung next to the seven-story image for three more years, until May 2026, and vanished only in the September 2026 site relaunch, along with the hotel's whole separate page. There was never an announcement of a design change.

The First Line at Work
All the shots below are real, from Sea Breeze Real Estate videos under a CC BY license and from the guide author's channel “Evrey iz Baku.” We haven't labeled any of them “Dream Hotel”: we found no videos that name the building. They show the site, the neighboring buildings and shoreline works, which is what's happening on the first line.

How Land Is Made Here
First the Shore, Then the Building
The Sea Breeze first line is largely reclaimed land: before buildings go up, dams are built, stone breakwaters are run out into the sea and lots are filled with dredged sand. The footage shows all three stages: an excavator on a dam, a finished tetrapod breakwater under the surf and a loader leveling sand.
This matters for Dream Hotel for one reason: the “first line by the Lighthouse pier” plot includes the very lots that are still taking shape in this footage.
We can't tie any particular land-reclamation shot to any particular building, and we don't try: the captions describe exactly what's visible.

The Neighbor as an Example
What It Looks Like When Construction Is Done
The Lighthouse block stands by the same pier as the Dream Hotel plot. In 2019 its building was filmed by drone at night: floors in scaffolding, floodlights, a dark courtyard. Today it's a finished building with glass balconies, greenery and a courtyard pool.
We show both shots side by side not for looks: it's the only available way to show what a building on this line goes through.

Honestly
What We Don't Know About the Construction
| 01 | The construction start date and current stage of completion |
|---|---|
| 02 | A promised opening date: none in any source in four years |
| 03 | The exact number of rooms: everywhere it's just “a small number of rooms” |
| 04 | Room sizes, types and layouts; number of parking spaces |
| 05 | Prices, phone, hours, email |
| 06 | Even one mention in the press: Report.az, Trend.az, APA, Azertac, Caliber, Interfax-Azerbaijan, Marja.az |
| 07 | A listing on the resort's own booking service, or on Booking.com, Ostrovok, Trip.com or Trivago |
| 08 | A listing on the korter.az new-build catalog, which has eight other projects by the developer, with completion dates |
| 09 | The hotel's Instagram |
| 10 | Sea Breeze Real Estate or “Evrey iz Baku” channel videos that name this building |
| 11 | The project year in the Fursov Architects portfolio: the concept pages give no year, client or status |
| 12 | Photos of a finished building: none exist, because it isn't built |
