The Project: What Will Be Here

DREAM HOTEL / Project

The Official Description

The two lines that make up the entire project today

A spacious aparthotel on the Caspian Sea coast for those who prefer a calm, unhurried holiday. A small number of rooms creates a sense of privacy and quiet, and view terraces let you take in all the shades of sunrises and sunsets over the sea waves.seabreeze.az hotel catalog, DREAM HOTEL card, checked 20.09.2026

That's all the official text about the hotel that exists now. Dream Hotel no longer has its own page on the resort website: the direct address returns a 404 error, the hotel isn't in the sitemap, and the card's button leads to the resort's general booking service.

How the Official Text Changed

The Old Description Was Four Times Longer

Until September 2026 the hotel had its own page with noticeably more text: a patio, a hedge and an explicit floor count. Let's compare both versions word for word.

Before: 2022 to spring 2026

Dream Hotel is a place where dreams come true. This intimate aparthotel on the Caspian Sea coast will appeal to those who prefer an unhurried, quiet holiday. A small number of rooms and only two floors provide the privacy that big-city residents so often lack. Dream Hotel is designed so that the building forms a semi-enclosed space into which a patio fits perfectly. A veranda with tables, a pool and many areas for quiet relaxation make the patio the heart of the whole complex. Additional places to relax, terraces, are provided in every room. On the first floor the terraces are separated by a hedge; on the second they're glazed, so nothing blocks the beautiful views.

Source: the hotel page on the old seabreeze.az website; the text stayed unedited from at least February 2023 to April 2026, per Wayback Machine archive copies of 03.02.2023 and 20.04.2026
After: since September 2026

What changed. “Intimate” became “spacious.” The phrase “only two floors” was deleted entirely. The patio, the ground-floor hedge and the glazed second-floor terraces disappeared. The text was brought in line with the seven-story rendering, quietly, with no announcement of a design change.

What's Promised

Six Points and Their Sources

Every line below comes from a specific source and is labeled with it. Nothing beyond this has been promised about the hotel, at least not publicly.

The “Features” list from the old page

What Was Promised in 2023

The hotel's deleted page had an official list of features. It belongs to the earlier two-story concept, but it's the only list of amenities the resort ever published for Dream Hotel.

Who Designed It

Fursov Architects and Two Concepts

A low building in two wings around an elongated courtyard pool. White planes, deep terraces, a glass pavilion at the entrance, clipped greenery and cypresses. Exactly what the 2GIS listing describes: a two-story boutique aparthotel with a verandaed patio and a pool.

A tall building of about seven levels with vertical balcony fins and a wide copper cornice canopy, with illuminated DREAM HOTEL letters on the roof. A low wooden pavilion is attached below. This is the rendering in the Sea Breeze hotel catalog and the resort presentation.

Discrepancies

Where the Sources Contradict Each Other

Floors: two or seven

Version 1Two floors. The resort's own website said: “A small number of rooms and only two floors ensure privacy”; the English version read “only two floors.” The first official rendering, uploaded October 5, 2022, shows a low two-story building around a patio. The 2GIS listing describes the hotel the same way, and that's what Fursov Architects' concept 1 looks like.
Version 2About seven floors. On June 1, 2023 a new rendering was uploaded to the site with the floor count written right into the file name: “2023_Dream_hotel_7_etazhey” (Russian for “7 floors”). The old two-story file started returning a 404 error as early as June 7, 2023. The seven-story building is what now appears in the hotel catalog and the resort presentation; it's the same firm's concept 2.

It looks like the project was redesigned in May–June 2023. But the “only two floors” text stayed on the same page next to the seven-story image for three more years, until the May 2026 copy. When the site was relaunched in September 2026, the mention of floors was simply dropped from the text, while the seven-story rendering stayed. There was no announcement of a design change.

When It Was Announced

Version 1No earlier than January 25, 2022: the archived copy of the site for that date doesn't have the hotel in any language; the “Hotels” menu lists only Sea Breeze Hotel, Cube Hotel and White Hotel.
Version 2No later than May 26, 2022: in the copy for that day the hotel page is already live, and the hotel has been added to the infrastructure menu.

The exact announcement date can't be pinned down, only the window between January 25 and May 26, 2022. We found no press release about the announcement at all.

Operating Hotel or Project

Version 12GIS marks it as under construction. No booking, no phone, no hours, no reviews and not a single photo of the building.
Version 2In the seabreeze.az hotel catalog, the Dream Hotel card sits in the general list with a “Book your stay” button, visually on a par with the resort's operating hotels.

The button leads to the resort's general booking service, which doesn't list Dream Hotel itself: we checked the “Apartments,” “Hotels” and “Villas” sections on September 20, 2026. The hotel isn't on Booking.com, Ostrovok, Trip.com or other platforms either.

Coordinates

Version 140.588134, 49.958394 — the 2GIS listing. Consistent with the master plan in the resort presentation: the first line by the Lighthouse pier.
Version 240.57747, 49.94034 — an approximate point from the guide's working inventory, marked “approx.” That's about two kilometers to the southwest.

We use the 2GIS point. It marks the plot, not an entrance: there is no entrance.

What's Missing

What We Looked For and Didn't Find

01The construction start date and current stage of completion
02A promised opening date: none in any source in four years
03The exact number of rooms: everywhere it's just “a small number of rooms”
04Room sizes, types and layouts; number of parking spaces
05Prices, phone, hours, email
06Even one mention in the press: Report.az, Trend.az, APA, Azertac, Caliber, Interfax-Azerbaijan, Marja.az
07A listing on the resort's own booking service, or on Booking.com, Ostrovok, Trip.com or Trivago
08A listing on the korter.az new-build catalog, which has eight other projects by the developer, with completion dates
09The hotel's Instagram
10Sea Breeze Real Estate or “Evrey iz Baku” channel videos that name this building
11The project year in the Fursov Architects portfolio: the concept pages give no year, client or status
12Photos of a finished building: none exist, because it isn't built

This isn't fine print; it's part of the answer to “what kind of hotel is this.” A project with no room count, no opening date and no booking listing is a project, not a hotel.
